Yup... means they didnt take care of the motor... Regular oil changes etc.... I had a car like that a loong time ago. Oil pick up was 80% clogged and was a lot of work to clean everything up. Car ran like new when I was done, but was a lot of work that had to be done.

U can always try a bg oil purge where they drain the oil fill it with a detergent run the motor for about an hour at about 2500-3000 rpm and then they drain it using a vacuum suction and then refill with oil under pressure forcing oil back through the motor. It will clean it out pretty good

We bought a car like that once, we ended up dropping the oil plan and replacing the oil pickup tube (the filter on the tube was badly clogged). After which we ran a Gunk engine cleaning additive, drained oil (let it drain for 30 mins) and put fresh oil and OEM filter. After which the car ran fine up until the point it was sold about a year later.
